We announce with deep sadness the passing of former SGV Chairman and Managing Partner

Rizalino S. Navarro on July 7, 2011, at age 72.

Roy, as he was called in SGV, led the Firm for 10 years, from 1982 to 1992, as Chairman and Managing Partner in a decade characterized by advancing computer technology and political transformation in the Philippines.

During his term, he negotiated the Firm’s affiliation with Arthur Andersen, which was then the leader in information technology. SGV put up the “Advanced Systems Center” (ASC) in 1988, the first Philippine state-of-the-art facility for computer systems development and the home base of offshore systems project. By 1990, our Report Production Section was already running under a local area network of PC-compatible microcomputers. He spearheaded SGV’s efforts to go on-line through Andersen’s worldwide website on the internet, and it did in 1995.

Roy joined SGV as junior auditor in 1958. He was a top placer in the CPA board examinations the year after. He left the Firm in mid-1964 for a stint in private industry. He pursued his MBA at the Harvard Business School in 1966, after which he rejoined SGV. Roy was already being eyed for leadership succession at that time. He took on varied assignments to further hone his professional and leadership skills.

Roy set up the Management Services practice of the SGV member-firm in Thailand in 1970, which was then growing rapidly. He eventually headed the office. He ran a large assignment in oil-rich Saudi Arabia for two years, bringing Asian skills into the region. He co-headed the Audit Division in Manila until his assumption of the chairmanship of SGV.

In 1992, he joined Government as Secretary of Trade and Industry under President Fidel V. Ramos, an office which he occupied until 1996. His speeches were compiled into a book titled “Moving People To Win”in 1998. Roy was highly respected in the country’s professional and business circles.

We will miss Roy’s reassuring presence in the many events and homecomings in SGV.

Our condolences to his wife Sally, daughters Grace, Rosanna and Gwendelina, sons-in-law and grandchildren.

Sincerely,

Cirilo P. Noel
Chairman and Managing Partner
